Very early in the morning of November 20, 2018, I turned off my computer. Microsoft automatically downloaded a “critical update.” Two hours later when I tried to use the computer, I could not. I could not leave the startup page. I haven’t been on the computer since that morning. I am now using our local library’s computers and have not yet decided if I will try to have my computer repaired. However, it is time to start blogging again. I created a “Wall of Shame” a few years ago for really horrendous Legislative votes and Governor’s actions. It is time for a “Hall of Honor” for actions above and beyond the call of duty. The first such “Hall of Honor” goes to the Mayor and Trustees of the Village of Morton, Illinois who prohibited marijuana businesses within the village limits the same day that the law went into force. The mayor proposed the ordinance and the Trustees passed the ordinance 6-0. The “Hall of Honor” not includes the El Paso Mayor and Council and 6 members of the Naperville City Council.

There was some questionable information about this vote in the article that I used. Two members of the Naperville City Council contacted me about it. I asked one of the two to send me the actual motion as voted upon. I received it Saturday when the library was closed. That motion stated:

A motion in substitution [A motion replacing the previous motion. The previous motion was not voted upon and I am not providing it here.] was made by Councilman Coyne, seconded by Councilman Hinterlong, for Option 1: to pass the ordinance amending Title 3 of the Naperville Municipal Code by the addition of Chapter 17 prohibiting adult use cannabis business establishments other than medical cannabis cultivation centers and medical cannabis dispensing organizations and to direct staff to bring back a report within 60 days that advises Council concerning including an advisory (non-binding) referendum question on a future election ballot.”

Also from the council member who furnished the motion: “ … 
the three who voted against made it clear that they were only voting against because they wanted the motion to include more specific details regarding what specific [future election] ballot the referendum will be on:”

I apologize for the confusion. Newspaper articles generally don’t give the specific motion for a vote or the reasons why the members are voting for or against the specific motion.

Criminal law basically serves two purposes: It defines certain behaviors as either right or wrong according to the governing society. It also provides the necessary punishment for those who violate those standards established by the governing society. In general, the more severe the punishment(s) the more abhorrent the negative behavior is considered to be.  

We also know, from past experiences and human behavior, people will basically react to any law in one of four ways. Depending upon the behavior, the degree of each of these four ways will vary. However, in general, almost all people can be placed in one of the four ways in relation to a specific action.

1) Some people would never participate in a specific action regardless of the law because that action is morally reprehensible to them. For example: Murder. Even if murder were “legal” within the society, they would refuse to commit a murder.

2) Some people might, under the “correct” circumstances, participate in an action if legal but 
they will not participate in that same practice if illegal because of the societal declaration that it is unacceptablebecause of the punishment imposedor for both reasons. In this circumstance, light to no punishment might be inducement enough to participate in the action when a more severe punishment would greatly decrease participation.

3) Some people will be involved in an illegal action if they believe they have a chance to escape being caught and/or being punished for the illegal activity. In general, 
the less likely being caught and/or punishedthe more likely they will participate in that illegal action [This is particularly important for minors if the activity is legal for adults but illegal for minors. Alcohol consumption and smoking cigarettes are two current examples. Use of “recreational” marijuana will be added to this list when “recreational” marijuana is officially legal on January 1, 2020. There is no question based upon past experience and human behavior that use will increase with availabilitylack of enforcementand peer pressureamong other factors.]

4) Some people are going to commit the crime regardless, if they decide it is in their best interest to commit the crime and they have no moral compunction not to commit the action. This is why no law will ever completely prevent that activity. Laws against murders don’t stop murders. Severe punishment doesn’t prevent all murders. No law ever stops an illegal act 100% of the time.

For legalizing “recreational” marijuana as well as changes in most laws, 
the individuals who fall into categories 2 and 3 are the ones who will generally be most affected by the change in the law.

Friday’s post conclusion:

If “recreational” marijuana businesses are approved in a local jurisdiction, that jurisdiction will experience an increase in the use and abuse of marijuana by minors. It occurs now with alcohol which is illegal for minors and it will increase for marijuana although still illegal for minors. Legalizing “recreational” marijuana tells minors that the State of Illinois and the local jurisdiction see nothing wrong with using marijuana. Minors will have greater access to marijuana just as they now have access to alcohol. This law will NOT protect minorsIt will put minors at much greater risk than they currently are. It is naïve to believe otherwise.

What is the definition of occasional use?

I was an elected official of a school board in Arizona. Believe me when I say that good elected public officials pay attention to these ACTIONS. If they don’t and they go against what you want the solution is simple and democratic. VOTE THEM OUT OF OFFICE.

In Morton a few years ago, four of our seven school board members voted to implement a “transsexual” policy contrary to the wishes of the general voting public. The next election, three of the four were up for reelection. ALL three of them decided not to run for reelection. Our school superintendent who supported the four took another superintendent job as did the high school principal. I don’t know if the high school principal supported it but my guess is that it was a factor in her leaving. In the next election for the fourth member, she also decided not to run for reelection.

Remember this: Decisions have consequences and as the voting public you have a voice in those consequences. You have the ultimate power over elected officials’ decisionsif you use it.

Marco Rubio supported Mitch McConnell’s reelect in 2014 against a Tea Party candidate who is now the Governor of Kentucky.

From 1913 through 1943, Illinois had a total of 27 members in the House of Representatives. The most it has ever had. From 1943 on, it has lost at least 1 Representative after ever redistricting based upon the new census that occurs every 10 years.

Illinois will certainly lose at least 1 seat after the 2020 census.

I fault the Republican Party for much of what has happened over the last nine years in Illinois. It is either incompetent, in cahoots with Leftist socialists, or both. After the 2010 election, Republicans had a majority of members in the US House of Representatives when there were 19 Representatives. After the Leftist socialists redistricted based upon the 2010 census, Republicans lost the majority in the 2012 election.

Also in 2010, Republicans nominated a pro-murder of babies in the womb and a pro-homosexual agenda Senate candidate in Mark Kirk. The only reason he won was because the Leftist socialist Senate candidate and his family had legal problems. In the 2016 primary, every Republican members of the House including Darin LaHood, who Represents the 18th District and is suppose to be the most conservative of the 5 members of Congress, supported Mark Kirk for reelection.

I wrote a letter to Darin LaHood sending it by “certified mail/signed receipt requested” asking him why he was supporting Mark Kirk over a 100% pro-life conservative who grew-up in our area of the State. As most Establishment Republicans do, he decided not to answer my letter. As a result, I have not voted for him since nor will I. Of course, Mark Kirk lost the election. More importantly, the Republican Party in Illinois demonstrated that it is not a pro-life Party.

Then, 10 Republican House members of the General Assembly voted to override the governor’s veto of a bill making the “temporary” 32% tax increase for individuals permanent. 7 of the 10 did not run for reelection and the other three, who are now on my “Wall of Shame” segment of my blog, won reelection. Did the State Republican Party want the bill to be overridden? Did the Party seek out members who were not going to run for reelection and ask them to vote to override? Did the Party then convince 3 other members who were in safe districts to also vote for the override? I don’t know the answer to the question but I do know that the positive vote to override was politically damaging to the Republican Party.

During the same time, the “
Republican In Name Only” Governor, who was pro-murdering babies in the womb but promised to be neutral on the question according to pro-life groups (I was living in Texas during this election and I was told after I moved back that he had promised to remain neutral.), signed into law a bill that forced every taxpayer in Illinois to help finance the murder of babies within the womb. I said on my blog, at the time, that he had just signed into law his reelection defeat. I knew that to be true. Why did not the State Republican Party?

At the time, the 7 Republican members of the US House of Representatives claimed that the Republican Party in Illinois was a pro-life Party. Yet, it seems the Party made no attempt to recruit a strong pro-life Republican to run against the
RINO Governor in the primary. Instead, a last minute pro-life candidate jumped in and garnered 48% of the primary vote. Those same Republican members of Congress including Darin LaHood were absolutely silent during the primary, as far as I know. That was an obvious signal to the Republican primary voter that the Party accepted the pro-murder signature of the RINO Governor.

The result was predictable for anyone who knows politics. The
RINO Governor, as the head of the ticket, could not garner even 40% of the vote. Two more Republican members of the House of Representatives were defeated. Leftist socialists gained supermajorities in both Houses of the General Assembly. The Republican Party literally handed all of State government over to Leftist socialists.

Without a doubt, Illinois will lose at least one Representative after the 2020 census is completed going from 18 to 17 and possibly 16. Illinois has not been at 17 Representatives in decades. If the Republican Party can not gain control of at least one House of the General Assembly in the 2020 election, the same gerrymandering that occurred for the 2012 election will occur for the 2022 election. Two incumbent Republican Representatives will be thrown into one District. And if I were a Leftist socialist,
I would throw Darin LaHood into District 17 against Cheri Bustos. I think he would most certainly lose to her if the election were held today. If both scenarios happen, it is likely that the Republicans could end up with only 3 Representatives out of 17 unless Republicans go on the offensive.

It is obvious to me that either local Republican officials start fighting back or Leftist socialists are going to totally destroy this State.  One way to fight back right now is to reject this ploy by the Left in relation to “recreational” marijuana. There is a reason why they included community choice for both gambling and “recreational” marijuana. Any complaints about the negative results from legalized “recreational” marijuana can be place squarely on local officials. “We gave every local community the choice to opt out and they decided to allow gambling/‘recreational’ marijuana. Don’t blame us. Blame your local officials.” Do local governments really want to keep play this losing game?

It seems they do. Is there ANY leadership from Congressional Republicans in Illinois in relation to “recreational” marijuana? There should be. The current law is in direct opposition to federal law which lists marijuana as a Schedule I drug as I have discussed in previous posts.

As far as I know, there is NO leadership from Congressional Republicans at all in relation to “recreational” marijuana. Darin LaHood, my Congressman for the 18th District, has sent me 8 newsletters since the start of July. Morton, my home town, was the first local government to prohibit “recreational” marijuana. Not a word about “recreational” marijuana in ANY of the 8 newsletters. No congratulatory statement about Morton’s ordinance. No mention of El Paso’s prohibition ordinance although El Paso is also in his District. Not a word. Nothing. Zilch.

Does the Republican Party want “recreational” marijuana? Does the Republican Party care that the Illinois law violates federal law? Are members of the Republican Party too scared to show any leadership on this issue? Has the Republican Party in Illinois once again capitulated to Leftist socialists? Is there an opposition party in Illinois?
