Very early in the morning of November 20, 2018, I turned off my computer. Microsoft automatically downloaded a “critical update.” Two hours later when I tried to use the computer, I could not. I could not leave the startup page. I haven’t been on the computer since that morning. I am now using our local library’s computers and have not yet decided if I will try to have my computer repaired. However, it is time to start blogging again. I created a “Wall of Shame” a few years ago for really horrendous Legislative votes and Governor’s actions. It is time for a “Hall of Honor” for actions above and beyond the call of duty. The first such “Hall of Honor” goes to the Mayor and Trustees of the Village of Morton, Illinois who prohibited marijuana businesses within the village limits the same day that the law went into force. The mayor proposed the ordinance and the Trustees passed the ordinance 6-0. The “Hall of Honor” not includes the El Paso Mayor and Council and 6 members of the Naperville City Council.

was some questionable information about this vote in the article that I used.
Two members of the Naperville City Council contacted me about it. I asked one
of the two to send me the actual motion as voted upon. I received it Saturday
when the library was closed. That motion stated:
“A motion in substitution [A motion replacing the
previous motion. The previous motion was not voted upon and I am not providing
it here.] was made by Councilman Coyne, seconded by Councilman Hinterlong, for
Option 1: to pass the ordinance amending Title 3 of the Naperville Municipal
Code by the addition of Chapter 17 prohibiting adult use cannabis business
establishments other than medical cannabis cultivation centers and medical
cannabis dispensing organizations and to direct staff to bring back a report
within 60 days that advises Council concerning including an advisory
(non-binding) referendum question on a future election ballot.”
Also
from the council member who furnished the motion: “ … the three who voted against made it clear that
they were only voting against because they wanted the motion to include more
specific details regarding what specific [future election] ballot the referendum will be on:”
I
apologize for the confusion. Newspaper articles generally don’t give the
specific motion for a vote or the reasons why the members are voting for or
against the specific motion.

The dangerous drug crisis plaguing our country since 2014
[Started during the last years of the Obama Administration following it “open
door” policy at the Southern border with Mexico] has nothing to do with prescription drugs.
Prescriptions of painkillers are dramatically curtailed,
coinciding with the exact period of time the drug deaths soared. The source of almost all the drug
deaths is the Mexican cartels, which have introduced a mix of the
most lethal drugs laced with fentanyl, including opioids and
non-opioids and even alcohol and sleeping pills. Nowhere is this more evident
than in my home state of Maryland.
According to the CDC
[Center of Disease Control], in 2017, Maryland ranked seventh in the nation in
drug overdose fatalities [Maryland is ranked 19th on the basis of population.
Less than Missouri and more than Wisconsin.]. Here are the overall deaths by
year from a May 2019 report from
the Maryland Department of Health:

So, what’s causing the deaths?

As you can see, the entire surge since 2014 was all driven by
fentanyl and cocaine. It was also initially driven by heroin overdoses, but
much of that was because the cartels began lacing the heroin with fentanyl,
just as they are doing today with cocaine. Every DEA [Drug Enforcement Agency]
and CBP [Customs and Border Protection] agent I’ve spoken to tells me those are the biggest
problems, and
they are all coming from the Mexican cartels [Not
a surprise with the open borders policy promoted and protected by the Obama
Administration and rogue federal judges.]. Meth, another non-opioid, is also a big problem in the more
rural states. The drugs are then processed and distributed primarily through criminal alien networks [Criminal illegal
aliens] trafficking them without any fear of either being
deported or serving hard time.
But
the entire political class is focusing on prescription drugs and lawsuits
against pharmaceutical companies [It is much easier to attack American
businesses than to stop drug cartels when there is an open borders policy
perpetuated by Leftist socialists and inept Establishment Republicans.]. The
reality is that opioid prescriptions have plummeted in Maryland, even as the
fatalities surge. The prescribing rate in Maryland has
dropped by 29 percent since 2011 and is now below the national average.
As
you can see from the chart, just 379 of the overall 2,406 decedents in 2018 had
prescription drugs in their toxicology reports. That is just 16 percent. But
it’s really less than that. According to the annual report, almost all of
those people also had other illicit drugs or alcohol in their blood.
So, these
were drug addicts, not chronic, stable pain patients who were wrongly
prescribed by doctors or who were made addicted by the evil pharmaceutical
companies.
This
is why the trajectory of prescription overdoses has actually stayed fairly
stable, unlike the fatalities for cocaine and fentanyl. Here are some more
charts from the Maryland Department of Health report:

17 has the same information from Figure 5 for Fentanyl related deaths. 1,888 in
2018. Less than 30 deaths per year in 2007, 2008, 2009, 2011, and 2012. In 2015
there were 340 deaths. In 2016, there were 1,119 deaths, 1,594 deaths in 2017,
and 1,888 deaths in 2018.
Figure
23 has the number of deaths per year from cocaine-related deaths.
This is also why 73 percent of all decedents were male. If
anything, there are more female chronic
pain patients. The fact that most of the deaths are males demonstrates
once again that this is not a painkiller addiction problem but more of a cultural problem of drugs
and alcohol of all sorts, which overwhelmingly affects males more than females.
[Male deaths were higher than female deaths in every year. In
2018 male deaths were 1,766. Female deaths were 640 which were actually down slightly
from 2017.]
The
800-pound gorilla in the room when discussing Maryland’s illicit poly-drug
crisis, not prescription opioid crisis, is of course Baltimore City. It
accounted for 37 percent of all drug deaths in Maryland last year, even though
it is just 10 percent of the state’s population of six million. Nearly half of
those fatalities were from cocaine, which is not even an opioid. Drug
traffickers are lacing the psychostimulant (cocaine) with a killer
depressant (fentanyl).
Baltimore
City is where one can find the worst convergence of ‘criminal justice reform,’
aka not
locking up drug traffickers [To Leftist socialists this is reform.],
and sanctuary cities [Protecting illegal alien DRUG traffickers.], aka not
turning over criminal [illegal] aliens to ICE [Immigration and Custom
Enforcement]. The most common ‘low-level’ crime that illegal aliens are picked
up on is drugs [Drugs are a low level crime? Seriously? It is for Leftist
socialists. They need a drug dependent society to increase their control over
the population.]. To begin with, American drug traffickers barely serve any time in prison any more,
particularly in Baltimore. Maryland’s prison population has plummeted by 29 percent over the past decade and
is now lower than at any time since the 1980s [Because there is less crime? No.
Because of catch and release policies of Leftist socialists.]. No wonder crime
is now spiking to pre-1990s levels and Baltimore is now on pace for another year of record homicides. [Who
commits most of the murders? Career criminals.] It’s the same reason why the
drug crisis is worse than ever.
But
removing the criminal alien gangs and cartel networks from the country would
increase the prices of these drugs because the networks would be disrupted. As
Robert Murphy, the DEA special agent in charge of Atlanta, told me earlier this year: ‘The people who
are here operating the networks are all illegal immigrants. … Without the people, the cartels have
no success.’
Why
did the prices decrease so much right around the surge of Central American migrants
in 2013-2014? The amalgamation of Obama’s border policies together with sanctuary policies has protected
all of these trafficking networks. No wonder Baltimore City has a
higher drug mortality rate (56.6 per 100,000) than any county even in hard-hit
New Hampshire.
So,
the next time Baltimore politicians want to discuss ‘low-level’ drug offenses
and the need to protect criminal aliens from ICE, just remember this is the
true source of thousands of dead residents of Baltimore. Any focus on health
care is a distraction of epic proportions from open borders, sanctuary cities,
and weak-on-crime policies the politicians don’t want you to know about.”
