Very early in the morning of November 20, 2018, I turned off my computer. Microsoft automatically downloaded a “critical update.” Two hours later when I tried to use the computer, I could not. I could not leave the startup page. I haven’t been on the computer since that morning. I am now using our local library’s computers and have not yet decided if I will try to have my computer repaired. However, it is time to start blogging again. Since I also can’t get into my old Microsoft accounts, I’m starting a new blog as of Saturday, May 4, 2019.

The first such “Hall of Honor” goes to the Mayor and Trustees of the Village of Morton, Illinois who prohibited marijuana businesses within the village limits the same day that the law went into force. The mayor proposed the ordinance and the Trustees passed the ordinance 6-0. The “Hall of Honor” not includes the El Paso Mayor and Council.

Criminal law basically serves two purposes: It defines certain behaviors as either right or wrong according to the governing society. It also provides the necessary punishment for those who violate those standards established by the governing society. In general, the more severe the punishment(s) the more abhorrent the negative behavior is considered to be.  

We also know, from past experiences and human behavior, people will basically react to any law in one of four ways. Depending upon the behavior, the degree of each of these four ways will vary. However, in general, almost all people can be placed in one of the four ways in relation to a specific action.

1) Some people would never participate in a specific action regardless of the law because that action is morally reprehensible to them. For example: Murder. Even if murder were “legal” within the society, they would refuse to commit a murder.

2) Some people might, under the “correct” circumstances, participate in an action if legal but 
they will not participate in that same practice if illegal because of the societal declaration that it is unacceptablebecause of the punishment imposedor for both reasons. In this circumstance, light to no punishment might be inducement enough to participate in the action when a more severe punishment would greatly decrease participation.

3) Some people will be involved in an illegal action if they believe they have a chance to escape being caught and/or being punished for the illegal activity. In general, 
the less likely being caught and/or punishedthe more likely they will participate in that illegal action [This is particularly important for minors if the activity is legal for adults but illegal for minors. Alcohol consumption and smoking cigarettes are two current examples. Use of “recreational” marijuana will be added to this list when “recreational” marijuana is officially legal on January 1, 2020. There is no question based upon past experience and human behavior that use will increase with availabilitylack of enforcementand peer pressureamong other factors.]

4) Some people are going to commit the crime regardless, if they decide it is in their best interest to commit the crime and they have no moral compunction not to commit the action. This is why no law will ever completely prevent that activity. Laws against murders don’t stop murders. Severe punishment doesn’t prevent all murders. No law ever stops an illegal act 100% of the time.

For legalizing “recreational” marijuana as well as changes in most laws, 
the individuals who fall into categories 2 and 3 are the ones who will generally be most affected by the change in the law.

Friday’s post conclusion:

If “recreational” marijuana businesses are approved in a local jurisdiction, that jurisdiction will experience an increase in the use and abuse of marijuana by minors. It occurs now with alcohol which is illegal for minors and it will increase for marijuana although still illegal for minors. Legalizing “recreational” marijuana tells minors that the State of Illinois and the local jurisdiction see nothing wrong with using marijuana. Minors will have greater access to marijuana just as they now have access to alcohol. This law will NOT protect minorsIt will put minors at much greater risk than they currently are. It is naïve to believe otherwise.

Addiction: Big Marijuana Targeting Children

Illinois’ senior U.S. Senator, Dick Durbin, recently introduced legislation in Washington, D.C. to crack down on flavored tobacco in e-cigarettes. He believes Big Tobacco is marketing to children with flavors like cake batter, whipped cream and gummy bears. As a mother and grandmother, I applaud his efforts.

But there’s another industry targeting kids right under our adult noses – Big Marijuana. We should be concerned to see how tobacco companies like Philip Morris are investing in marijuana for what some are calling Big Tobacco 2.0. [Tobacco companies certainly have experience targeting children. As they lose tobacco consumers, it makes economic sense for them to switch to marijuana which is now being pushed by Leftist socialist States as no longer “dangerous” and as a new source for tax revenue. The companies know that the younger the consumer the more likely they are to be hooked and to be lifelong users. From past experience, they know that very few smokers began smoking after the legal age established by governments. From my own experiences, my younger brother started smoking and drinking alcohol his freshman year in college when the legal age for both was 21. His first cigarette was at the age of about 10. I found an almost full pack of cigarettes on the ground near a small grocery store a couple of blocks from our home. 5 of us—my brother who was a year and ½ younger than me, 3 older boys from the neighborhood, and I—rode bikes out into the country to try them. I smoked about 1/3rd of one and stopped. It tasted terrible to me and I’ve never had a cigarette since. At least 3 of the 5 of us started smoking later in life. I’m not sure of the oldest boy and I know I did not. Neither of my parents smoked or drank alcohol. My younger brother dies from lung cancer in his early thirties. According to my ex-wife, she started drinking alcohol and smoking at the age of 14. She has not stopped smoking although she was suppose to before we started dating. She lied about stopping and I did not learn that she had lied until after we were married. Then, it was impossible to hide. Her father was a chain smoker and didn’t stop until a doctor told him that, if he didn’t stop, he’d be dead in a couple of months. He then stopped, as far as I know, and lived a few more years. If my ex-wife were to be told the same, I’m not sure she would stop even then.]  (Read more here.)

Marijuana-infused sweets like gummy bears, jolly ranchers, cotton candy, cookies, ice cream, lollipops and even cereal are attractive to young people [And the marijuana industry knows that to be true and uses it to its advantage.]. Candy and cookies have names like Twigz, Goober, Dab-A-Honey, Keef Kat, Buddahfinger, Double Pupp Oeo, and Twixed.

Can you believe that one Colorado pot dispensary advertises 20 percent off everything with Student ID [Certainly can. Illegal drug dealers have been known to give marijuana samples away for free to induce usage.]? Others use colorful cartoon characters like Fred Flintstone and Cookie Monster. [How young are the people they are trying to induce?] Vape pens are made to look like Hello Kitty and little alien robots.

Tobacco addiction is bad but marijuana addiction is worse. Research confirms that regular use of marijuana has a neurotoxic effect on teenage brains – including permanent brain damage.

Teens are already using because they think marijuana is harmless [They have been told by State governments that it is harmless.]. After all, it’s ‘medicine,’ isn’t it [And legal for use for “recreational” purposes based solely upon the age of the user. Patently discriminatory according to the young.]?

The million dollar question then is – Why would Illinois lawmakers even consider legalizing it for recreational use [Follow the money.]? The answer is simple. For the tax revenue, in hopes of bailing themselves out of years of irresponsible overspending at the expense of our kids [Unfortunately, it will not work anymore than it worked for State lotteries, “riverboat” gambling in the case of Illinois, casino gambling, and video gambling. Inevitably, the social costs are higher than the revenue generated. Inevitably, the revenue is overestimated and the costs are underestimated. Inevitably, the governments keep spending more and more money. Illinois is a prime example of this overspending.].

With elections coming up, it is vital to know where candidates stand on legalization [Didn’t happen in Illinois. In large part because the Republican candidate for governor who was at the top of the ticket had guaranteed his own defeat. He was an incumbent governor who garnered less than 40% of the vote in the general election. The Republicans LOST two seats in the House of Representatives and a number of seats in the General Assembly.].

“All Young Cannabis Users Face Psychosis Risk

Cannabis use directly increases the risk for psychosis in teens, new research suggests [In the social sciences because of the very nature of the research, the results are not proven.].

A large prospective study of teens shows thatin adolescents, cannabis use is harmfulwith respect to psychosis risk, study author Patricia J. Conrod, PhD, professor of psychiatry, University of Montreal, Canada, told Medscape Medical News.

The effect was observed for the entire cohort. This finding, said Conrod, means that all young cannabis users face psychosis risk, not just those with a family history of schizophrenia or a biological factor that increases their susceptibility to the effects of cannabis.

‘The whole population is prone to have this risk [Note the qualifiers. “Prone.” “Risk.”],’ she said.

The study was published online June 6 in JAMA [Journal of the American Medical Association] Psychiatry.

Rigorous Causality Test

Increasingly, jurisdictions across North America are moving toward cannabis legalization. In Canada, a marijuana law is set to be implemented later this year [1918].

With such changes, there’s a need to understand whether cannabis use has a causal role in the development of psychiatric diseases, such as psychosis.

To date, the evidence with respect to causality has been limited, as studies typically assess psychosis symptoms at only a single follow-up and rely on analytic models that might confound intraindividual processes with initial between-person differences.

Determining causality is especially important during adolescence, a period when both psychosis and cannabis use typically start.

For the study, researchers used random intercept cross-lagged panel models (RI-CLPMs), which Conrod described as ‘a very novel analytic strategy.’

RI-CLPMs use a multilevel approach to test for within-person differences that inform on the extent to which an individual’s increase in cannabis use precedes an increase in that individual’s psychosis symptoms, and vice versa.

The approach provides the most rigorous test of causal predominance between two outcomes, said Conrod.

‘One of the problems in trying to assess a causal relationship between cannabis and mental health outcomes is the chicken or egg issue. Is it that people who are prone to mental health problems are more attracted to cannabis, or is it something about the onset of cannabis use that influences the acceleration of psychosis symptoms [Important question. May also be a mixture of both?]’ she said.

The study included 3720 adolescents from the Co-Venture cohort, which represents 76% of all grade 7 students attending 31 secondary schools in the greater Montreal area.

For 4 years, students completed an annual Web-based survey in which they provided self-reports of past-year cannabis use and psychosis symptoms.

Such symptoms were assessed with the Adolescent Psychotic-Like Symptoms Screener; frequency of cannabis use was assessed with a six-point scale (0 indicated never, and 5 indicated every day).

Survey information was confidential, and there were no consequences of reporting cannabis use [Both are important to the accuracy of the survey. Students have actually been known to lie on such surveys. Knowing that the survey answers are confidential and that there are no negative consequences for using marijuana helps insure the truthfulness of the answers.].

‘Once you make those guarantees, students are quite comfortable about reporting, and they become used to doing it,’ said Conrod.

Marijuana Use Highly Prevalent

The first time point occurred at a mean age of 12.8 years. Twelve months separated each assessment. In total, 86.7% and 94.4% of participants had a minimum of two time points out of four on psychosis symptoms and cannabis use, respectively.

The study revealed statistically significant positive cross-lagged associations, at every time point, from cannabis use to psychosis symptoms reported 12 months later, over and above the random intercepts of cannabis use and psychosis symptoms (between-person differences). The statistical significances varied from P < .001 to P < .05.

Cannabis use, in any given year, predicted an increase in psychosis symptoms a year later, said Conrod.

This type of analysis is more reliable than biological measures, such as blood tests, said Conrod.

‘Biological measures aren’t sensitive enough to the infrequent and low level of use that we tend to see in young adolescents,’ she said.

In light of these results, Conrod called for increased access by high school students to evidence-based cannabis prevention programs [Abstinence is the best policy.].

Such programs exist, but there are no systematic efforts to make them available to high school students across the country, she said.

‘It’s extremely important that governments dramatically step up their efforts around access to evidence-based cannabis prevention programs,’ she said.

Currently, marijuana use in teens isvery prevalent,’ she said. Surveys suggest that about 30% of older high school students in the Canadian province of Ontario use cannabis [Higher than the use of cigarettes? I believe it is but didn’t check.].

‘I’d like to see governments begin to forge some new innovative policy that will address this level of use in the underaged,’ Conrad said.

Reducing access to and demand for cannabis among youth could lead to reductions in risk for major psychiatric conditions [Duh. That will not occur if marijuana is legal for adults.], she said.

A limitation of the study was that cannabis use and psychosis symptoms were self-reported and were not confirmed by clinicians. However, as the authors note, previous work has shown positive predictive values for such self-reports of up to 80%.

Unique Research

Commenting on the findings for Medscape Medical NewsRobert Milin, MD, child and adolescent psychiatrist, addiction psychiatrist, and associate professor of psychiatry, University of Ottawa, said the study is at ‘the vanguard’ of major research investigating cannabis use in adolescents over time that is being carried out by that National Institute on Drug Abuse in the United States.

‘The study is at the forefront because it is specifically looking to measure psychosis symptoms and cannabis use in adolescents, and the model they are using strengthens the study,’ said Milin.

That model uses ‘refined measures or improved measures to look at causality, vs. what we call temporal associations,’ he said.

The fact that the study investigated teens starting at age 13 years is unique, said Milin. In most related studies, the starting age of the participants is 15 or 16 years.

He emphasized that the study examined psychosis symptoms and not psychotic disorder, although having psychotic symptoms increases the risk for a psychotic disorder.

The study was supported by grants from the Canadian Institutes of Health Research. Dr Conrod and Dr Milin have disclosed no relevant financial relationships.
