Very early in the morning of November 20, 2018, I turned off my computer. Microsoft automatically downloaded a “critical update.” Two hours later when I tried to use the computer, I could not. I could not leave the startup page. I haven’t been on the computer since that morning. I am now using our local library’s computers and have not yet decided if I will try to have my computer repaired. However, it is time to start blogging again. Since I also can’t get into my old Microsoft accounts, I’m starting a new blog as of Saturday, May 4, 2019.

I created a “Wall of Shame” a few years ago for really horrendous Legislative votes and Governor’s actions. It is time for a “Hall of Honor” for actions above and beyond the call of duty. The first such “Hall of Honor” goes to the Mayor and Trustees of the Village of Morton, Illinois who prohibited marijuana businesses within the village limits the same day that the law went into force. The mayor proposed the ordinance and the Trustees passed the ordinance 6-0. The “Hall of Honor” not includes the El Paso Mayor and Council and 6 members of the Naperville City Council.

There was some questionable information about this vote in the article that I used. Two members of the Naperville City Council contacted me about it. I asked one of the two to send me the actual motion as voted upon. I received it Saturday when the library was closed. That motion stated:
“A motion in substitution [A motion replacing the previous motion. The previous motion was not voted upon and I am not providing it here.] was made by Councilman Coyne, seconded by Councilman Hinterlong, for Option 1: to pass the ordinance amending Title 3 of the Naperville Municipal Code by the addition of Chapter 17 prohibiting adult use cannabis business establishments other than medical cannabis cultivation centers and medical cannabis dispensing organizations and to direct staff to bring back a report within 60 days that advises Council concerning including an advisory (non-binding) referendum question on a future election ballot.”
Also from the council member who furnished the motion: “ … the three who voted against made it clear that they were only voting against because they wanted the motion to include more specific details regarding what specific [future election] ballot the referendum will be on:”

first heard about this story on a Peoria Radio station. I didn’t hear it on the

Illinois
presently has 18 Congressional Districts. 5 of the 18 have a Republican
Congressman. The rest have Democrats. Illinois has lost more population over
the last ten years than any other State. There are 435 Congressional Districts
in the US. Every State has at least one Congressional District as required by
the Constitution. The rest of the districts are based upon the population of
each State. The US Supreme Court has ruled that the Districts in each State
must have approximately the same population. Thus, each of the 18 Districts in
Illinois must have approximately the same population for each District.
Illinois will most certainly loss one congressional seat and has an outside
chance of losing 2. The latest projection I have seen has New York losing two
and Illinois along with a few other States losing one. The projection for
gaining seats has Texas gaining the most with 3 seats.

The 15th Congressional
District, which stretches across nearly 15,000 square miles of southern and
central Illinois, will most likely be eliminated [Wrong. The 18th Congressional
District will disappear not the 15th. The districts will be numbered 1-17. They
will not be numbered 1-14 and then 16-18. That is ludicrous.] after the 2020
census because its population has been steadily dwindling, according to

data shows that from 2013 to 2018, the district’s population dropped by about
14,000, to 690,000-- jeopardizing a seat in the U.S. House of Representatives
because a congressional district must have roughly 710,000 residents [Not true

the 2010 census. The new census count will determine the size of the 17
Congressional Districts. The total population of the State of Illinois will be

the same in population. Is this story being written by a grade school student?].
Population drops allow lawmakers, particularly
those in the majority party of a state, to redraw congressional district maps
in a process called redistricting. In Illinois, Democrats dominate both the
General Assembly and the governor’s office [As they did in 2010. Since the
redrawing occurs next year, the 2020 election is very important. If the Republican
Party can actually gain control of one of the two Houses of the General
Assembly, they will have a much greater say in redistricting.], empowering them

that while a Republican candidate is expected to take the conservative district
in November, the winner will likely serve just one term, the Belleville

U.S. Representative John Shimkus who
currently represents the 15th District already declined to run for reelection
after more than 20 years in Congress [Because of redistricting? Probably not.].
Sarah Drone, an Avon saleswoman from
Harrisburg in southeastern Illinois, said that’s frustrating because rural
cities like hers need representatives to help create more jobs and stop even
more population loss [The redistricting process has NOTHING to do with creating
jobs or losing population.].
‘We’re already underrepresented
around here, and we need more representation in Congress [Then, they need to
gain control of MORE Congressional seats. Redistricting has basically nothing
to do with that. The population of the area does.],’ said Drone, who identifies
as an independent. ‘But we’re used to it.’
If the 15th District is eliminated
[It will not be. Idiotic.], Democrats can draw a map that makes one of the
other Republican southern districts, the 12th or the 13th, more competitive in
elections, according to John Jackson, a visiting professor at the Paul Simon
Public Policy Institute [That’s true in every redistricting process. The Party
which controls the General Assembly tries to draw the District for its benefit,
if the General Assembly is the body responsible for redistricting.].
While U.S.
Representative Mike Bost, R-Murphysboro, has a firm hold on the 12th District,
which covers most of deep southern Illinois, Republican U.S. Representative
Rodney Davis from Taylorville faces a close race in November [What does that
have to do with redistricting in 2021?].
‘It’s going to be
difficult for the Democrats to draw a map in these three districts that clearly
advantages them,’ Jackson explained. “They will look to places like Belleville
and East St. Louis where there’s Democratic strength and they will try to get
as many Democrats in (one district) as they can [Which is normal for the Party
in power.].’
State Senate Minority
Leader Bill Brady, a Republican from Bloomington, said he hopes Democratic
Governor J.B. Pritzker will support a joint resolution amendment that would
change the Illinois constitution’s provisions on redistricting [Unlikely. Why
would he?]. The measure, which attracted broad bipartisan support, would make
the mapping process fairer [Prove it.], Brady argued.
‘The only way the
governor can live up to his commitment and perception as well as reality is to
help us push for fair maps [I seriously doubt it will happen.],’ Brady said.”
