Very early in the morning of November 20, 2018, I turned off my computer. Microsoft automatically downloaded a “critical update.” Two hours later when I tried to use the computer, I could not. I could not leave the startup page. I haven’t been on the computer since that morning. I am now using our local library’s computers and have not yet decided if I will try to have my computer repaired. However, it is time to start blogging again. Since I also can’t get into my old Microsoft accounts, I’m starting a new blog as of Saturday, May 4, 2019.

I created a “Wall of Shame” a few years ago for really horrendous Legislative votes and Governor’s actions. It is time for a “Hall of Honor” for actions above and beyond the call of duty. The first such “Hall of Honor” goes to the Mayor and Trustees of the Village of Morton, Illinois who prohibited marijuana businesses within the village limits the same day that the law went into force. The mayor proposed the ordinance and the Trustees passed the ordinance 6-0.

County Board in District 2 which is the District in which I reside. The
Tazewell County Board has 22 members with 21 members elected from 3 Districts
with 7 of the 21 elected from each District. A Chairman of the Board is elected
County wide. At the present time, the Chairman is from District 2.

“Editorial: Morton makes a choice concerning marijuana sales
July 6, 2019
After being approved by the Illinois Legislature and signed by the governor, next year specialty shops throughout the state will open to legally sell recreational marijuana. But not in the village of Morton.
Morton Village Board members voted unanimously last week to ban recreational marijuana growers, cultivation centers and dispensing, processing and transporting facilities that could have set up shop in Morton after the passage of a law legalizing recreational marijuana within Illinois.
‘This is the tip of the spear,’ village attorney Pat McGrath told village board members. ‘I’ll be bringing more ordinances to you before January 1, 2020, that deal with other issues caused by the state law, like public possession of marijuana.’
The Illinois law legalizing the use of recreational marijuana allows ordinances to ban related businesses and create zoning restrictions for cultivation centers, craft growers, processing organizations and dispensaries. Marijuana consumption may also be regulated by local governments.
Starting January 1, Illinois residents can purchase and possess up to one ounce of recreational marijuana at a time. The law will allow recreational marijuana purchases by adults age 21 and older at approved dispensaries.
The legal sale of recreational marijuana is expected to generate $58 million in revenue for Illinois in 2020 and $500 million annually within five years. Illinois has 55 medical marijuana dispensaries, none in Morton. These dispensaries are expected to get the first chance at licenses for recreational marijuana dispensaries, but more such sales locations will begin to pop up around the state.
The recreational marijuana ban was Mayor Jeff Kaufman’s idea. ‘These businesses are not something Morton residents want,’ Kaufman said. It’s the right decision if supported by his constituents, which it apparently is.
Just like they did by rejecting state-approved video gambling in 2009 and again in 2013, Morton leaders made a decision to execute local control based on community values [A friend and I asked the Village Board in 2009 to ban video gambling which they did with a 5-0 vote.].
It’s a choice the Legislature doesn’t always allow communities to make when it imposes sweeping changes. It’s appropriate the Legislature did in both those cases, because each issue remains divisive.
But by banning video gambling and recreational marijuana businesses, Morton also won’t benefit from the local taxes and fees the businesses generate. Other towns have seen budgetary boosts from video gambling and are also expected to from marijuana sales [No mention of the extreme social costs involved. As a former high school teacher in Illinois for 10 years and a former school board member in Arizona for 4 years, I have no doubt that “recreational” marijuana will result in a major increase in the illegal use of marijuana by minors among other problems.].
And if Morton citizens see things differently than the village board? Candidates can step forward at the next election and persuade voters to do things differently. That’s what makes democracy great.”

It is my understanding, from reading the appropriate portion of the law, County Boards as the local government for unincorporated areas of a county may also prohibit marijuana businesses. If that is true, I urge members of the Tazewell County Board to follow the example of the Village of Morton and also prohibit marihuana businesses in the unincorporated areas of the county. I have sent this e-mail to all District 2 members since I also reside in District 2.
Thank you for giving this e-mail your attention. I hope, one way or another, there is a vote on this issue. I would have liked to have seen a public vote on the video gambling question which did not happen as far as I know. It was my understanding that it was one vote away from passing in 2009.

Of the 8 e-mails sent, two members responded
positively stating they too were in favor of prohibiting marijuana businesses.
One said he thought the prohibition would pass. The other stated that there was
not sufficient support for the prohibition and therefore there would not be a
vote on the issue. The other 6 did not respond to me e-mail.
I
started a “Hall of Honor” featuring the 6 Village of Morton Trustees and the
Village Mayor after their vote to prohibit marijuana businesses. It is located
above before today’s post and above the 19 posts dealing with the murder of
babies within the womb.
